No, spray foam insulation is not officially banned in the UK. There is no government legislation prohibiting its installation. However, it has become much harder to live with, because only around 25% of UK mortgage lenders will lend against a property where it has been retrofitted — and equity release options are currently very limited (see the exceptions noted in our lender guide). That leaves a quarter of the market open to you, and which side of the line you fall on usually comes down to the evidence you can produce about the installation, and several government retrofit schemes no longer support it.
Is Spray Foam Insulation Illegal in the UK?
No. Installing spray foam insulation remains legal in England, Scotland and Wales. There is no outright ban, and it is not classified as a banned or restricted building material. The confusion around “banned” status comes from the practical difficulty of selling, remortgaging or insuring a property once spray foam has been installed, rather than from any change in the law.
Why Spray Foam Is Effectively Banned by Lenders
That leaves most mainstream lenders unwilling to lend against a home with retrofitted spray foam in the roof without conditions attached — commonly a full removal, or a specialist evidence report about the installation, before they will proceed. Lenders including Halifax, Nationwide, TSB, NatWest, Santander, Yorkshire Building Society, Barclays, HSBC, Virgin Money and Bank of Scotland assess spray foam case by case. All of them have declined applications where the surveyor could not inspect the roof or the documentation was missing — particularly where closed-cell foam has been sprayed directly onto roof timbers — and the same lenders will lend where the evidence is provided. Government Schemes Have Moved Away From Spray Foam
Spray foam insulation was previously eligible for support under the Green Homes Grant, which closed in March 2022. It has since been excluded from the government’s Great British Insulation Scheme, reflecting growing concern among surveyors, lenders and industry bodies about ventilation, moisture and long-term timber damage. This shift in government policy has reinforced the caution already shown by mortgage lenders and insurers.
